The US and the UK had plans to eliminate the USSR in 1945 (with a re-armed Germany)

Both a massive airstrike and over hundreds of thousands troops

Why did it never happen?

Rescuing the Jews from evil Germany was apparently more important. That and it seemed Churchill changed his mind more often than the weather. A cold war could've been avoided at the very least.
 
Plans and policy are two different things, we had "plans" to go to war with Great Britain in 1941(contingency scenario). The US and the Western allies had a hard time maintaining manpower and never faced more than 10% of the Wehrmacht fighting strength. Driving into the Soviet Union and forcing a surrender was a practical impossibility.
