Smart government. They realize the oil isnt going to last forever and they're planning for the future. That was the plot of the movie Syriana as well.

They need to diversify into alcohol, gambling, and prostitution.
 
there was a couple guys from the UAE in my engineering program.

They were really nice guys, but I got the impression they were big cheaters - always had stuff from previous semester etc.

Diversification will be important if they are to maintain their quality of life.

Their timing is good on this one. The S.Korean contractor pays $7.40 a day for skilled carpenters. One whiff of a troubled economy would drive costs straight up.
