Why is my ass all bumpy, can I fix it with sand?

I heard sand will do the trick but how the hell do you apply it? Using a spreader would just make the same bumps as before. Would the sand just fill the holes and not the bumps. I hate all the bumps.

I know it`s a simple question but I`ve never done this before. Should I wait untill mid summer to apply?

I was thinking of that but I have a flat yard and did`nt want it any more concave than it already (slightly) is. I might have to add sand or whatever in the middle and roll it afterwards. It`s ver slight so it may not be seen, I`m just worried about water drainage.
