Why is Humorme's avatar allowed?

When it is obvious to even the most blind person that it, along with his signature, and profile is designed to harrass starfish?

I won't even go into the creepy signature he had where he went back and searched her posts.

I see nothing wrong with the starfish picture. It's only a sea creature.

It is clearly obvious Starfish put a picture of HumorMe in her avatar before HumorMe put a starfish picture in his avatar.

Starfish's avatar featured HumorMe pic without his consent while Humome avatar only shows a "starfish", not someone's picture. I thought it was obvious, apparently not for everyone.
