Hockey, much like golf, tennis, etc. is a fairly expensive sport. Inner city schools can't really afford hockey equipment and the arena upkeep.
Instead they have sports basketball and football. Poverty stricken places can even have a basketball court. Thus you have "thugs" who can play those sports well. Give them several million dollars and what you then have are thugs who abuse their power/position.
It's very simple once you think about it.
