If we give those to the Mexicans, then we can give Louisiana, Mississippi, Alabama and Georgia to the Blacks. Give the Mexicans Arizona and New Mexico too, so they'll have a corridor to travel between Texas and California. They can build a series of foot bridges across the Rio Grande.
