Which Carbs count?

When counting carbs towards a daily intake, do you count the grams of sugar or the actual carbs. In other words a serving of sugar free jello pudding has 8g carbs but 0 g sugar. are the sugars the only impact carbs?
 
I subtract out fiber grams from the total grams of carbs a food has. For example, if a piece of bread has 18 grams of carbs, and 4 grams of fiber, I would only record 14 grams of carbs. Fiber contains very little calories because its not digested, so you don't want to include it.

Everything else, like sugar, needs to be counted though.
 
Fibers calories are fairly negligable. Just so you know, its value is between 1.5-2 calories per gram, it still does have utilizable calories that feed the bacteria in the gut.
