when to cut?

All right, I'm 15 years old, 190 lbs, 6'1, don't know my bf%, but my waistline is 34". On another board, they say bulk bulk bulk because my hormones are great and i can pack muscle easier. Is that true, would you all agree with that? If it is, I'm not going to cut for a long while
 
You need to eat and workout.

Dont worry about cutting. Pack on as much muscle as you possibly can.
 
Considering you are only 15, you don't really need to worry about cutting. Your body's metabolism is pretty quick, and with just adding weight training, you'll start burning a lot more calories. If you want, keep your meals the same for a month, while you increase the intensity of your workouts. It should let you recomp for a bit, to show some muscle. Then start eating like a horse.
