On the street Fighter machine there and at another place I played it, so it might be the same on everyone, you could just do the spinning kick and keep doing it over and over. Ryu would never go to the ground, he'd go the edge of the screen and keep rising towards the top and disappear and come up from the bottom and go on and on.
your opponebnt had a choice to stand there or try and attack you. I'd always win but I received several dead arms and dead legs by my opponents for using this cheesy tactic.
