Blacks have had equal rights under law longer than I've been alive. Wouldn't giving them more power be, oh, "institutional discrimination?"

Election of public officials = representation. Seeing as how the Democratic party HEAVILY relies on the black (and hispanic) vote to retain power, I'd say they are very adequately represented.

Representation means that the people in power are there for your best interests. Therefore, they are underrepresented

Anthem, by Ayn Rand had some good ideas about equality too.

Atlas Shrugged has some even better ones. Whether you are applying it to people, business, or ideas, you can't make a population of inherently DIFFERENT individuals "EQUAL" without forcing one to sacrifice in favor of the other.

Black runners "equal" to white runners? You'd have to make the average black runner slow down because you can't make the average white runner speed up.

Big business "equal" to small business? You'd have to make the big business give away some of its profits because the smaller business can't handle as many customers.

It won't work.

There is only so much you can do through legislation before the government oversteps its bounds. The Civil Rights movement and the amendments to the Constitution dealing with slavery and civil rights were the correct steps. Obligating businesses and universities to establish quotas involving minorities who would normally NOT be qualified is not a correct step.
