What was Patric Arnold actually busted for?

Does anyone know what the feds actually charged Pat Arnold with? As far as I understand from the diluted media stories - he was supplying Balco with THG and DMT - which weren't tested for by sporting agencies. But that doesn't make them illegal. They aren't controlled substances. So why does he get busted for being a chemist and giving people his compounds? If he wasn't dealing a controlled substance then what did they bust him for? I'm just curious about this..............
