What does "being watched" actually consist of?

Being parranoid keeps you safe, so if you think you are being watched I would probably worry. I never keep ANYTHING at my home anymore. Especially after reading Legal Muscle.

Not that it pertains to me but I've always wondered where people keeps things if they don't keep it at home. Maybe I should read Legal Muscle.
