I am trying to figure out the best way to optimize photos for the web and still be viewable for those with 28K internet service.

I seem to find that even small images need 30000 bits or so. Maybe there is something that I don't know?

What seems to work for you? Cough up those secrets please.

full size pics no larger than 700 px wide.
file>>save for web

Get the layout to 2 up. Left is original, right web.
Photographs jpg>> quality 50ish
design with limited colors gif>>selective>>diffusion play with the colors setting, using the minimum keeping image quality

jpeg for photos, gifs for vectors and solid colors...
