I blame the State govt, mayor.....Look at the disaster in NYC, mayor rudy got his Emergency Management Team in place right away to prevent that sort of chaos, looting, etc....

what did the black mayor of New Orleans do ?? go on tv via phone and say there will be alot of deaths in my city....no game plan whatsoever.....well thats what the community gets to elect a black mayor...no organization and can't blame anyone but themselves for putting him in office...

State should have bused the poor out to safer, higher ground and return them when the water receded and safe for them to be bused back to their community...
