Which government doesn't fall into this category? I think you may be petitioning for a utopia that just cannot exist.
 
Every time a thread goes through these same arguments, the question that keeps coming to mind is. What if the FDA/DEA suddenly made tobacco and alcohol illegal or the same status as steroids?

I'm sure we can link a significant number of "side-crimes" to alcohol. How many can be linked to tobacco? What would people do to obtain either of those substances? How many would spend years in jail because of them?

Laws are arbitrary lines drawn in the sands of time.

Legalizing drugs is far from a utopia.

btw, saying 'it can't be done' is a nice philosophical way to justify never making any progress and protecting entrenched interests.
