training for neck muscles

I don't do anything specific but any overhead presses work it indirectly. There are routines and exercises etc online. Please note the risk for injury of the neck is REAL HIGH and hurts like a bitch
 
Doing head bobs with weights hanging off your head is asking for an injury IMO.

I would focus on just building your traps like @stevesmi suggested.

Cleans, heavy deadlifts, heavy shrugs. Big and well developed trapped will make your jawline look much more pronounced and muscular.
