No shit sherlock. I've been saying this for years.

I'm against Photo Enforcement lights - the companies that install/service these get kickbacks for each ticket issued.

I'm against harsher DUI laws.

And traffic laws are purely a revenue thing. Counties depend on them for certain fundings - hence quotas.
