I had a friend that was 2-3% bf year round, he died at 34 from a heart condition...so not always the case.

Are you sure? I've heard that being in a state of 1-3% bf is only attainable for a very short amount of time(less than a day), with out running in to serious problems.

2-3% is damn low. I would like to stay at 10% all the time. Most people at 10% you can see abs pretty good.

Not here, @ 10.5 % BF i had vey little abs but pretty decent obliques.

The article is just another spin on fitness. They're basically saying being lean is better for your health then being fat, and being fat is having a belly, so obviousley no abs.

You've heard wrong my friend, he was water tested at 2-3% all the time. If you did 2+hrs of cardio daily and did low-carb year round and tons of AS, you'd have the same result. Also, 1-2% is possible for weeks on end, just VERY unhealthy.
