The DOJ did an internal investigation on diversity and then published the results in PDF format.
They decided that a lot of what was written was not apropos for public consumption for whatever reason (embarassment?) and blacked it out in the document.
But they didn't black it out in a physical document and then scan it (which is usually how this sort of technique is handled) - they just blacked it out in the electronic document. Then they made that document public and someone just removed the blackout from it and then made the two documents available.
The stuff that they didn't want seen is pretty darn interesting.
