bush proposes this Missle defense shield JUST IN CASE of a missle launch for some reason. Russia says that building this shield would somehow interfere with these pacts or something and that mens they have to make MORE nukes because the missle shield would make them and other countries feel at a disadvantage int he missle race..

Our government is composed of many factions, fragments, etc. and to think that there is a general & widespread conspiracy is naive and foolish. Hell, the federal government is so fucked up in terms of organization, there is no way a major conspiracy could be maintained (especially in this day and age).

Our government is made up of people and people are fucked up. So if let's say some FBI agent does something he isn't supposed to do, is it because there's a conspiracy or is it simply that he is an asshole??
