Test level question?

My bro is on 600mg/wk Sust, and just finished 5 weeks of Dbol. Two days after his last pill and 1 day after his shot he got a blood test. His total Test was only 1200? Sounds low to me for 600mg/wk of test on a 155lb guy? I thought his test may be weak?
