I have waxed in the past and applied biodepyl straight afterwards. Biodepyl is a hair growth retarding ointment. If you do this for a couple of years you should notice a marked reduction in the thickness of your hair.
Laser will only get maybe 50-75% of the hair after several treatments. If it is a large area like your legs then the laser will cost many many thousands of dollars. You also run the risk of patchiness.
My body hair is down to a level that I think is OK, so I now use a body hair bleach to die it blond. It is not noticeable when it is blond and you'll find girls like it. Most people don't usually find the really hairy look on men particularly appealing, nor do they like men who look waxed/shaven. I have found that a moderate amount of blond body hair is the most appealing look on guys because it is masculine without being repulsive.
If you don't want to shave then you can use a depilitory cream. This gives the same result as shaving but is expensive and harsh on your skin. As with shaving, you'll get a rough scratchy feel to your skin within a few days as the hair starts to grow back.
Sadly, body hair is a curse and an area of cosmetics that is yet to see any really good breakthroughs. Good luck.
