i am doing 600mg of testoserone cypionate and 400mg of deca durabolin a week i am 200lbs and i am on week 4 is this a good ratio? 5ft 9 in i would like to reach 210- 215lbs.

Ratio is good but you really should include an AI for 1g/wk of aromatizing gear.

If you're eating enough and training properly, you should be able to reach your goal with that cycle.
