Suggestions please. Kid is terrorizing my sister's family. Broke nephew's eye socket

First of all, my niece is a dumb, worthless bitch. But she's my sister's child and her boyfriend is an outlaw punk. They have a newborn that stays at my sister's house most of the time. This kid has threatened my sister, punched holes in her walls and this morning he hit my nephew in the eye and his eye appears to be shattered. My nephew will not press charges because he's friends with the worthless punk. The little asshole had called my nephew and told him to come get his sister before he beat her ass. My nephew said, "Don't do that man or I'll have to kick your ass." When my nephew showed up to pick his sister up, the little punk sucker punched him.
I was so mad, I begged my sister to let me beat the fucker's ass. They don't want me to do that for fear that it will alienate my dumb ass niece and she will take the baby away. Give me some suggestions on how to intimidate this little bastard without alienating my worthless niece.

THis kid needs the fear of God put him in. The only reason he's getting away with punching holes in my sister's walls, and other things that I can't mention is that my sister is afraid my niece will leave and take the baby and not come back. He really messed up my nephew's eye bad. He's a convicted house burglar.

Yes, it's my nieces fault. You would think after the asshole punched her brother in the eye when her brother was trying to protect her, that would be enough. She doesn't care about her family, only about herself.
