Substance test returns negative for AAS - Enough for a Search Warrant??

If a package is intercepted by US Customs and tested for the presence of anabolic substance and the test results come back negative, can the be used to justify probably cause and obtain a search warrant?

If anything its evidence that the person is not revieving anabolics in the mail???

if it came back negative why would that allow them to get a warrent?

it might convice them to test it some more for other things though.
