Stupid Win XP Question

i want to make my windows always open the same size and in the same location on my screen.

i tried setting it to how i want it then going to tools>folder opts>apply to all folders but as soon as the window is closed it doesnt remember how i set it

i am using the 'tile' view... i want the window wide enough to give me 2 columns instead of one long one

u have to open something... vid, music... whatever...
and then drag the screne open to your desired size... then close it, and when u open it again it should be at the last size u had it on
