What States have the least stringent penalties for AAS? Anyone read Rick Collins book?

I have the book (and have read it multiple times)....But I dont recall which has the least stringent (only that it was NOT California )

I know which has the most lenient - Vermont. They might not even be illegal there. This of course doesn't mean they sell them at the local gas station tho. They're still covered under federal law.
