emulated the spatts pictures... i felt it in my biceps maybe more than back... did i do something wrong?

How much weight did you use?

My opinion is that they are smaller muscles, so I started with a lower weight and do reps from 10-12 for 3-5 sets. 30 secs rest between sets.

You might also try experimenting with where you pull to. face, nose, chin, forehead, etc...Until you feel them where you are expecting to.

Just a thought,

Heehee...I can't believer joker didn't call me for being a smartass.

If your arms aren't at JUST the right angle, you end up bending slightly on the pull back and you vurl a bit and recruit the bis, rather than pulling the rope back with the delts. When this happens to me, I take a larger angle on the machine, in terms of degrees ( I lean back more). Seems to help me pull the rope higher, and that helps me isolate better.

I use a straight pull down bar and I can't touch my face with the bar...

Use your hands as 'grip only' parts of the exercise...do not 'pull' with them (or visualize it like that anyway). It helps if I bring my elbows high when I pull them...

Keep trying...start with HIGH reps till you find that good rear delt/neck/upper back burn...
