Animal I think these body scans are offered as an alternative to more traditional strip searches. The idea being that they are less invasive. To go through this bodyscan you first have to be selected for inspection and then opt for the scan instead on the traditional search. I doubt that this is get gonna a sigificantly larger number of guys caught b/c typically they would have been caught with the traditonal search.
