Couple that with the fact that poor people don;t have the resources to hire attorneys (usually), then cops know they can get a higher % of convictions by arresting the poor.

They are less likely to live below the poverty line, and as many are not US citizens, are ineligible for welfare or social security.

i didnt say anything about victims. i mentioned blacks commit a disproportionate amount of violent crime. thats the reason cops are in these high crime areas. not a cop, but i am familiar with our criminal justice system.
