The Military did not even tell the Scrambled Pilots doing CAP over N.Y. what was happening. They did not know the real situ until afterwards..
They thought it was a missile attack on the pentagon..

The USAF and Military Leaders were more concerned that pilots would accidently shoot down the wrong plane and so held off..
