i like how the only options are arrest someone or do nothing.

yep... neither of these cases require an arrest. Having a strong dog is not a crime unless you can keep him under control, and though trying to leave a store after leaving the payment on the counter is stupid, he did technically pay for the book.

Scenario 1:

Shoot the man and woman and seize the dog.

Scenario 2:

#1- no arrest. Take the guy aside and warn him about the dangers and risks of having an aggressive dog. Suggest that he learn to control it better. Make him aware of the possible ramifications to the dog and himself if it does hurt someone or if he violates leash laws.

Talk to the woman and tell her to report any new occurences or violations on his part.

But hell, the dog was on a leash. It didn't actually bite the woman, and who knows what her perception of "almost" being bitten is.

Whattcha gonna do, impound every aggressive fucking dog?

#2- No arrest. For one thing, the guy never walked out of the store. Although he may have been trying to take the book, he didn't.

cas you gotta look at it from the fucked up perspective
that SOCIETY forces on smart cops...
if the jurisdiction has an ordinance against harboring
a vicious animal then the officer cannot justify merely
advising of rights...especially if that dog gets loose later and
bites someone...that helpful lady will be the first to stab ya
in the back...she will complain to the chief anyway if you dont
do anything...the owner didnt have to come out with the dog
...but when the animal in question is in your presence
and patently aggressive you cant afford to ignore this when
coupled with the woman's testimony...i dont advocate impounding
the dog, just letting the judge decide what's what...
at the very least, do a report and advise the lady of warrant
proceedings with the city attorney...of course, this is a waste
of time but affords some CYA protection...
i agree with your sentiments but my old city had a terrible problem
with pit bulls and the department had to get a handle on it...
one poor bastard living at a trailer park looks like freddy krueger
now after a neighbor's pit took off his face...if you respond to a
call like that, it changes how you feel about people's rights concerning aggressive animals...fuckin gruesome...

and in our fine state, concealment or attempting to leave
with an item is enough p/c for a shoplifting arrest...

based solely on the shopkeepers written statement...:)

I hear you. I have no idea what the laws are concerning those things and they vary from place to place, so I was just winging it.

But I hate aggressive dogs. My sentiments in that situation would be to pull out my .40 and cap the son of a bitch. I just figured there wasn't a lot of solid ground for action in that case.
