Resizing

Whenever I try to resize a picture to make it small enough to upload, the image editer cuts off part of the picture instead of just making the whole picture smaller. WTF?

i would think paint. paint only seems to crop. i hate it and is only fun for making ridiculous avatar drawings. hehehhehe. speaking of which.....
