if someone sends me an encrypted message that requires a password, but neglects to tell me the password what do i do? i assume ij ust have to wait and send him a PM telling him to send me the password but maybe theres something i dont know about.

Yup, that's all you can do. Hopefully, they didn't put a time limit on how long you could access the message.
