Question on LH values?

Hypothetically, if ones LH levels were in normal range but Test values were low, would the use of HCG be disgarded and nolva + anti - i be used to regain test levels to normal. Or would a full blown PCT (HCG,NOLVA,Anti-i) be of choice.
