promotion without raise? whaaa?

So, I just got a promotion at work. This promotion includes a vast increase in responsibilities. Now, I was just given a raise in my previous position because my duties had been literally doubled.. this previous pitiful raise still saved the company a lot of money because I could have very well refused the extra workload since it was not in my contract. However, being an idiot, I did not refuse, worked my ass off, and got this promotion. However, HR claims now that there is no room in our budget for another pitiful bump, and basically said "you should be happy because you were making more than anyone else at your previous position." I have not signed a contract for my new position.. should I tell them to fuck off? Or, should I go into HR, sign the contract, tell them it pissed me off that I've been extremely giving to the company and by taking this action they are telling me they don't want me to be here, and so I'll sign the contract but will be looking for further employment. God this fucking pisses me off.

brign it up to your boss, its only fair, you gotta stand up for yourself. he/she must obviously value you, so you should be given another raise if you demand it
