Prolactin Levels?

I posted a while back about my low test levels and a few people responded asking what my prolactin levels where or to have that tested, I just took another look at my results and realized that the doc did test for that. What relation does this have with my low test level, thanks for any help in advance.

PROLACTIN 4.5 Normal 2.1-17.7

From what I understand, high prolactin levels means that you'll also have a low natural testosterone production... anyone else wanna jump in on this and clarify?
