Try that site as it seems to be a lot more consistant even during peak times. I just reran the test on your link and got this -

Yes, I ran the test the first time during "peak" hours (late afternoon) but DSL reports has been more accurate for me during peak hours than the site you gave, as in 10-20kb/s MAX difference compared to the almost 70kb/s difference your link gave me.

Plus DSL reports will give you your upload speed. My upload speed is shit.
