As far as I recall, it's legal to possess but they might require you to prove where you obtained the goods since supplying over here is illegal and you'd be party to an illegal act if you, for example, bought them at the gym.
I also have some vague memory of reading an article that suggested that you could be liable for something or other if the gear tests fake and you thought it was real since you'd be in possession of counterfeit Class C drugs. Get professional advice before admitting to anything.

Anabolic steroids are Prescription Only drugs under the Medicines Act. They can only be sold by a pharmacist on the presentation of a doctor's prescription. Anabolic steroids are also class C drugs under the Misuse of Drugs Act. It is not an offence to possess anabolic steroids for personal use, unless they are counterfeit. It is an offence to supply them. Therefore police tend to arrest for steroid possession only if they can prove the drugs are counterfeit (and therefore not prescribed by a doctor). A small number of arrests and convictions are made on this basis each year.
If a patient obtains a drug from abroad then it falls under the importing regulations.
The Medicines Control Agency has stated that up to 3 months supply can be brought into the country as long as it is for individual use.
For medicines obtained abroad, the key issue is the legal status of the medicine in the country of purchase. If it is available OTC in that country then up to 3 months supply could be brought into the UK(as long as it is not also classified as a CD within the UK) and the person could be in possession of, and use the product without
breaking any regulations.
However although possession and use of a POM for personal use does not constitute a criminal offence, supply of such products is an offence and could be easily done. For example, somebody purchasing a
medicine abroad (UK classified POM) and bringing it into the country for someone else would also be committing an offence.
These are the laws as understood at present but really havent been tested in court to see how they are implemented.

My advice is see what they say when you have to return. If they want to take it further then call a solicitor. More than likely they will return the goods to you.
They may want to know where you got them etc and would simply say you purchased from a website in Europe where it is legal. You can't remember the exact web address. Then keep quiet and all will be fine. If you start saying you purchased in a gym etc etc they may want you to assist in finding the supplier to get a result on what seems to have been handled badly. Obvioulsy the biggest question is how did they know you had the ephedrine?

Exactly what I did say. The officer made sure that after a description of every item seized from myself, I commented wether they were for my own use, legal and bought from the web. Which of course I did do.
