peaks and valleys

Everyone says when training everybody goes through peaks and valleys. My question is do you think it is better to train natural until you hit a plateau then start your cycle or hit the cycle up when you're hot and natural gains are good in order to accelerate gains. Any words for me?
 
if you hit a never ending plateau is it possible a cycle might not work or one might see very little gains
