As far as HCG shut-down is concerned, used correctly post-cycle it does not exert a net inhibitory effect.

- You're shut down already, exogenous hormone administration has stopped, and exogenous hormone levels have dropped to non-inhibitory levels. *HTPA is still suppressed.

- HCG is administered, giving the go signal to kickstart the HTPA. Assuming correct administration of HCG (i.e. not too much nor too long), glands and gonads that have been off line kick in and respective hormone levels rise.

- **Yep, those respective hormone levels (testosterone) may rise "too high" such that more hormone production is inhibited (and/or hormones are converted).

**However, this is the essence of the HTPA! Instead of total suppression by chronic presence of exogenous hormones, the glands and gonads have now kicked in and are doing their thing. The system is back online. Now that the organs are up and running they can function to regain and maintain the dynamic equilibrium.
