The 90 day personal use clause is probably one of the bigger misunderstood laws out there. As I mentioned above there are some pretty strict qualifiers on it. Here is a quote from Rick Collins
"NOT correct. If it says that, it's wrong. The 3-month supply discretionary guidance applies to UNapproved drugs, not approved ones. Also, the law does not permit the importation (including importation for personal use) of unapproved foreign versions of drugs which are approved for use in the US."
Bottom lining this you can import an unapproved foreign drug IF it has no approved equivalent in the US AND you can show medical need. This clearly means importation of Chinese GH will not be covered under the 90 day clause.
I do know that somwhere I also have some info stored on prescriptions from foreign doctors. In addition I have some info stored on court rulings as they relate to prescriptions via internet or phone consults with no personal doctor visit. It is my recollection that the courts have set precedence in some states taking the position the prescription is invalid therefore putting the person filling it and / or in possession of the substance at legal risk. LOL as you can see I have been reading Legal Muscle waaaaay to much....but I must say its one hell of a read and IMO being informed is a good thing. Hope this helps
