the clinton administration did the same stuff leading up to 9/11...then everyone tried to blame it on dubya...intelligence, surveillance, security are very expensive...democrats don't like to spend money on that kind of stuff...even when someone hands them a situation on a silver platter...and, shame on any republican who didn't push the issue and now is sitting back saying "i told you so"...

Russia wanted the FBI to investgate Tsarnev for their own benefit, not ours. Putin hates the US. The Russian special forces keep killing civilians everytime Chechen extremists take hostages in Russia. The russian army killed something like 150 innocent civilians in the Moscow theater attack and over 300 innocent civilians in the elementary school. Half of them were children.

President Bush was told more than a month before the attacks of Sept. 11, 2001, that supporters of Osama bin Laden planned an attack within the United States with explosives and wanted to hijack airplanes, a government official said Friday.

The warning came in a secret briefing that Mr. Bush received at his ranch in Crawford, Tex., on Aug. 6, 2001. A report by a joint Congressional committee last year alluded to a ''closely held intelligence report'' that month about the threat of an attack by Al Qaeda, and the official confirmed an account by The Associated Press on Friday saying that the report was in fact part of the president's briefing in Crawford.

The disclosure appears to contradict the White House's repeated assertions that the briefing the president received about the Qaeda threat was ''historical'' in nature and that the White House had little reason to suspect a Qaeda attack within American borders.

How would Clinton have any interaction with W? Ex President making recommendation to the current President? Or was it the President advising the Governor of Texas?

Noone said anything about Clinton interacting with W and not sure how you gathered that from what I typed. The recommendation was made BEFORE W was in office, and so was the tracking of OBL. Yes, Clinton did not get OBL before 911 which one can blame him for, but the recommendations from the Clinton Administration were not heeded by W

yes...clinton ignored warnings...throughout his whole term...what the next guy did during the first few months that he was in office before 9/11, i do not know.

Homeland Security Act

However, this is not the case. Plans for the Department of Homeland Security and the Homeland Security Act were underway as early as 1998. In 1998 the United States Commission on National Security/21st Century began working on a report called Road Map for National Security: Imperative for Change, which was issued January 31st 2001. This report called for the creation of a National Homeland Security Agency.

The Commission was actually put together by the Clinton administration and supported by Senator Lieberman. The Bush administration was initially against the idea of the Department of Homeland Security because it was part of the Clinton legacy. However, the initial report by the Commission has been significantly changed and added to by the Bush administration since 9/11.
