Old Gymnast Legs

I have very muscular legs from years of gymnastics. I'm trying to lean them down, but not having much success. My legs have gotten a little smaller because of the interval training I'm doing, but now I have a little bit of loose skin under my butt and near my outer quad that was never there before. I would like advice from women that have had the same problem and fixed it.
 
Unfortunatly there is no such thing as spot reduction. Why do you want to bring down your legs? I am bring down mine right now do to genetics they have way more mucle mass then my upper body if I wasn't getting ready for a comp I wouldn't be bringing them down. In order to bring them down it has been a variable of many things diet the main thing then cardio and changing how I lift for my lower body.
