pretty sure i know what a ward is (fam does live in chicago), and i'm also sure the wards of philly would have a higher pop. than the counties in pandhandle texas, and hence the comparison
if you see nothing suspect with a 99% turnout then that's great, althouth it is pretty goddamn rare...

Depending on the location and size of the ward, a 99% vote for either candidate wouldnt surprise me.
