Here is a quote from the bill being introduced I grabbed from the article, "the immediate precursor of a scheduled anabolic steroid, without regard to … the requirement that the substance promote muscle growth." If this is the final language then 1-ad and 1-test will still be legal because they are NOT immediate precursors to scheduled drugs, yet another "loophole."
