No, you will not burn fat without cardio.
Yes, your calories should always be clean to ensure your gains are not sloppy.
What are you considering to be high cals?

Yes you can burn fat without cardio. Cardio will speed up the results however. But up until a point. If you can do 3 miles in 24 minutes it would be better than doing 6 miles in 48-50 minutes. There is a point of diminishing returns. I can get leaner when running 15 miles a week as opposed to 30. Intensity, muscle mass, and recovery play a key role in why that is true.

Maybe for you it works that way but you will not burn fat for the type of goal he's asking for help with. Running isn't such a good idea unless you're a fighter or a runner. Bodybuilders don't run because of the damage that can be done to joints and the muscle that's burned by the type of cardio it is(not to mention shin splints etc..). A.M. cardio is best for fat and weight loss if you can do it. If not then do your cardio after your weights and when you're done with cardio, have your post-workout/recovery drink. Also, cardio done at a consistant speed for 30-45 minutes burns more fat than high intensity cardio done in less time-although, like I mentioned, it could be an individual thing.

Running shouldn't burn any more muscle than elliptical or riding the bike. It is harder on the joints, I will give you that. But if you want to burn more calories then running is much better than the other types of cardio.

My point about keeping it short was to not get to the point that burning muscle becomes an issue. So yeah 30-45 minutes is probably better than 1 hour for a bb'er. However, sprints mixed into your cardio plan will lean you out like no one's business.
