newbie carb portions

One of the main pieces of advice i've seen given to newbies is to eat lots of carbs. By this do you mean proper portions every 3 hours(eg 1/2 cup of brown rice with lunch / 1 cup of oats for breakfast), as this would likely be more than their normal diet. Or do you mean increase the actual portion size? I'm guessing not 'cause you only need so much at once but it just threw me off a bit.
 
Oh one more question: I'm 18, 160lbs, with bf of about 11% looking to bulk.

How many grams of carbs on: lifting days ? (lifting done either in afternoon after 3rd meal of 6, or in evening after 5th meal of 6)

On cardio days? (done on sundays in the am after meal 1 of 6)

On off days? (where i do very little but eat protein and rest)

A bit of karma spreadage for suggestions
