The scanner has been telling it all, all day. A lot of this stuff is not being reported for whatever reasons.

I expect to see 50,000 people dead in NO and the gulf coast.

I know this is impossible, but how about taking say 20% of the armed forces contingent, giveng them a temporary (say 2 days? a month?) discharge or put them on leave. Then deputize them en masse and let 'em go to town?

I've since found out that US soldiers have gotten shooting orders on civilians, most recently in 1973.

I'd say this situation warrants it.
