need investment advice

bros and bro-ettes, i need some help from one of the local financial gurus.

im selling one of my poorer-performing mutual funds in order to invest in something different and to start a Roth IRA at the same time. Am looking to use the money to buy another fund (or maybe ETF)...i dont trust individual stocks anymore..too much fraud and non-transparency in these companies,,needs more oversight..

i will have about $9000 to invest, and i can roll forward the losses that i took during the downturn forward to help my taxes.

im trying to figure out where to put money for the long-term....i was thinking i'd go small to mid-cap..for one, they say at the start of any recovery, these are the companies that thrive...large caps grow towards the end of the expansion..NORMALLY. also, my current portfolio is heavily weighted in large caps,,,so i'd like to go to small or mid-cap to diversify further if i could.

was thinking i'd get a fund that invests everywhere...i'd like a portfolio manager to have some flexibility, and no reason to be tied to a particular country or to the US....(although I am wary of large Euro companies' stocks..the laws in Europe are very anti-big business...big cases there which dealt blows to Microsoft (monopoly/bundling case)..right now, theyre sticking it to Intel...dont know how much these lawsuits hurt the companies bottom line, however...i guess i need to research that)

any ideas? my dad is bullish on China and commodities...but he's been very very wrong before.....

got any insight? any hot regions/industries you're bullish on?

i'd like to keep my risk to a minimum,,so a fund/ETF seems like the best choice.
